She was born on 26 December 1974 in Paradise, California, USA. Her mother, Diane Brissette raised her as a single mother. 1 2
She did her schooling at San Clemente High School, San Clemente, California, and later earned her bachelor's degree in psychology from Westmont College, Santa Barbara, California.
Tiffany grew up in San Diego. Her mother entered her in several children's pageants and talent shows at the age of just 2 years which led to television commercials for brands like IBM, Florida Orange Juice, Care Bears, and Jell-O Puddin Pops.

In 1982, she earned a voice role in the made-for-television film 'A Woman Called Golda' and in the same year, she gave her voice in the American-Italian television miniseries 'Marco Polo'.
She made her acting debut in the American biographical drama sports film Heart Like a Wheel (1983) directed by Jonathan Kaplan. The film starring Bonnie Bedelia and Beau Bridges was based on the life of drag racing driver Shirley Muldowney and Tiffany played the role of Little Shirley in the movie.
After that, she appeared in the 3 episodes of the television sitcom 'Webster' in a recurring guest role as 'Kathy' from late 1984 to 1985.

During the course of her run on the show, she appeared in an episode of New Love, American Style (1986), lent her voice as a Safety Officer in the animated series The Adventures of Teddy Ruxpin (1987), and also appeared in an episode of a children's game show Fox's Fun House (1988).
Tiffany Brissette played the role of Shannon Millhouse on NBC's The Munsters Today (1988-91).
After "Small Wonder" ended in 1989, Brissette appeared in an unsold pilot episode of a series named Beanpole (1990) and was seen in a recurring role as Katie Rogan on several episodes of Equal Justice (1990-1991). She also appeared in an episode of the teen sitcom Parker Lewis Can't Lose (1991).
In 1990, she voiced Wrenifred Brown in the animated video 'Why Christmas Trees Aren't Perfect' based on Richard H. Schneider's book of the same name.
In 1991, she appeared as a co-host on 'The 700 Club', where she also sang a song.
